A most popular prime minister Ballance was born in Belfast. He founded the Wanganui Herald and at 36 entered Parliament. In 1890 he led the reformist NZ Liberal Party to victory but died of cancer during his second year of office. He managed to lay the foundations for women's suffrage and labour law reform.
