What is the future of the New Zealand welfare state? This is a question asked with increasing frequency by concerned New Zealanders, who are justly proud of a welfare system which has been in exisitence for over 40 years but which sometimes seems to be losing its direction. To plan the future however it is essential to understand not only the present system but how it came into being, and this survey of the New Zealand welfare state at the beginning of the 1980s is the first comprehensive account of the social policy underpinning the system.
